Note that you can also get some special mags without mag cells through careful stat raising (Your first chance will be at the mag's level 100 - after that you'll get another chance every 10 levels) - once it has the special evolution, it'll never change any more.

Double check that you've entered the correct details on the website as that's likely what's tripping you up.
