Hi! i used to be a Dreamcast player of PSO back in the day, its a great game by the way, now i am married and i want to play with my wife via dolphin 5.0, but we relized that offline multiplayer has no quests at all, we can only defeat monsters and no save progress together, and the worst, we have not internet at home, only a work, is there a way we can setup a server in LAN and play each in a separate PC? if its needed i can donate to the page what you consider, thank you in advance for read this.

Yes, indeed you can.
I believe that there was an early schtserv program that got released which was only compatible with the Dreamcast V1 & V2 versions (and PC V2, IIRC_ - I've no idea where to get that nowadays though.
The other option is to track down the Khyllier software (also known as Fuzziqer server) - V2.7 is the most stable, but 2.9 onwards is simpler to set up - but neither are available for download from the official site now - all the official site has is "Newserv" - which was "optimised" for Blue Burst and I found to be rather buggy in respect to PSO GC, so it's a safe bet it'll be worse for other versions.
As for setting up the programs, we don't officially support any server programs here (although some people may be willing to help you out), it's usually simple enough. Change the config files of the server programs themselves to fit the PC it's running on (as in the IP address & so on - it's easier if you keep to a set IP address on the PC - which is easier when you're offline only) - and on the Gamecube side, simply put the IP address of the PC running the server program into the "Primary DNS" field. The secondary DNS isn't needed, but if you get online access at home in the future, feel free to point it to our server - that way when you're not running your home server, you'll be able to connect here instead.

I've uploaded my own copy to
dropbox which should be suitable for you if that download doesn't work for some reason. It's Version 3.1 (like the other download) - as it's the easier one to configure.

For Plus (and Ep3) it'll only be able to connect to an "external" IP address.
Back when I was entirely offline I was able to get around this but hooking the Gamecube up to the PC via the LAN cable, but setting up the PC to connect to a Wifi adapter which I'd manually set to be outside the LAN card's range (For example, if your PC's wired LAN port's ID address is "123.123.123.123", then make sure one of the first 3 number groups don't match on the wifi card - for example, set it to something like "127.127.127.127". Because the Gamecube recognised that the DNS address wasn't in the same local group (as in the first 3 number groups didn't match), it was able to connect.
There's another reason for Ep3 / Plus not connecting to "local" addresses, but long story short, it's a "security fix" to stop people uploading unofficial code to the Gamecube (which is a well-known exploit using "normal" PSO Ep1&2)
