Gamecube Version 1&2 Online Play Caves Not Opening Up.

Hey, I have done all three government forest quests with my character, and have beaten the forest without the quests, and the caves unlocked like they should have, but, upon logging back in... The caves are no longer unlocked and I just beat De Rol Le last night and git the Mines opened up!
Any help would be greatly appreciated, playing on Gamecube Version via the Wii.

Gamecube version you have to do it offline for the progression to save

Thanks! I had no idea the offline part would spill over to the online... Guess I'll make sure to get the whole of Normal Mode cleared offline then jump into the server after to do the government quests.
